Key omissions and exclusions

In accordance with carbon footprint protocols, emissions are divided into three scopes.

  • Scope 1: direct emissions controlled or owned by Transpower (e.g. fuel combusted in fleet vehicles),
  • Scope 2: indirect emissions from consumed electricity, and
  • Scope 3: other indirect emissions arising from the consequences of Transpower’s activities, but generated by sources not owned or controlled by Transpower (e.g. emissions arising from staff air travel).

Companies must separately account for and report on their scope 1 and 2 emission sources. Reporting on scope 3 emissions is optional.

Some scope 1 and 2 emission sources were omitted from the 2006-2007, 2007-2008 and 2009-2010 carbon footprint reports due to constraints limiting the availability of data. The omitted sources inlcuded refrigerants discharged from running Transpower-owned HVAC systems and electricity consumption at a number of Transpower sites.

The 2008-2009 report also omitted electricity consumption at the Addington and Otahuhu warehouses, and diesel used for the generator in Transpower House (Wellington). However as these emissions are understood to be low, their omission does not materially affect the results. 

Also, full data from Transpower’s subsidiary EMS was not included in the 08/09 report, due to them relocating offices. EMS's electricity consumption had been included in previous reports, apart from their travel. These emission sources are small and not material considerations, however they will be itemised in future reports.

Scope 3 emissions are voluntary to include in carbon footprint reports. Transpower elected not to include emissions from employees commuting to work, emissions from Transpower’s contractors (working on Transpower business) and emissions embodied in transmission assets. However, we hope to include emissions from contractors in next year’s report, as well as starting work on embodied emissions as part of wider cradle-to-grave environmental assessment work.
