Transpower HVDC Sunk Cost Recovery paper – April 1999

We received a stakeholder request for this historic paper, and consider it may be of interest more widely. The paper outlines the rationale, in 1999, behind the original methodology used to recover sunk HVDC costs from South Island generators. 

The method used to allocate our HVDC revenue between South Island generators was subsequently changed following our Operational Review 1 in 2014/15 from Half-hour Anytime Maximum Injection (HAMI) to South Island Mean Injection (SIMI).
