Changes to Frequency Keeper Selection

The last change to the frequency keeper selection methodology was made at 13:30 on 17 November 2011, this was to improve the efficiency in selecting the lowest cost provider in each trading period in each island.

As a result of investigations and feedback from service providers and other interested parties the frequency keeper selection is now based on:

  • the availability fee; plus
  • constrained on or off costs required to get the frequency keeper to the mid-point of its band; plus
  • a worst-case estimate of constrained on payments in the band (the frequency keeper is operated at the top of its band throughout the trading period).
