How do I get regular updates on the Dispatch Service Enhancement Project?

As a dispatch participant, what do I need to do to be prepared for the transition after the project is completed?

The GENCO software will be phased out after the project completes.

Participants will have the option to adopt ICCP and/or Web Services as the mechanism for receiving and acknowledging dispatch Instructions from Transpower.

Participants will be required to integrate these APIs into their existing applications, or develop a new front end application to replace the GENCO software.

What will Transpower provide to enable participants to move off their GENCO smoothly?

Transpower will provide application interfaces and documentation for participants to use to receive dispatch information.

Participants currently integrated to Transpower over ICCP will need to add a new configuration that supports the various dispatch instructions they currently receive.

Participants are responsible for the configuration at their site and routing data into their SCADA system and presenting the information to their users.

Participants planning to use Web Services will need to develop a Web Services application in a compatible technology of their choosing.

The integration technology option discussed in the Transpower Solution Options and Development Approach is SOAP Web Services; this option is being reconsidered now as part of the project.

Transpower is considering adopting REST as a light-weight technology to implement dispatch over Web Services.

Further detail will be available early in 2018 when we are planning to discuss the solution design with participants in more detail.

What industry involvement will there be during the initial phase of the Dispatch Service Enhancement Project?

Upon completion of the solution requirements and the high-level design, the project team will organise an industry workshop to share and discuss the solution approach with you in more detail.

We intend to organise the workshop for late January/Early February 2018.

If you are an industry participant using GENCO or an IL provider/generator using a trading agent to provide dispatch, or a potentially new dispatch participant, and like to be directly involved in these discussions in the new year, please provide your contact details to the SO Project Manager, Marije Postma

What is a Service Enhancement Initiative?

The project is categorised as a service enhancement initiative, and funding approval is required to be sought through the appropriation consultation process.

As per the SOSPA, a service enhancement initiative is a Transpower initiated project with the objective to change, enhance or introduce new services, market tools and/or interfaces that provide Industry benefit and would require Industry endorsement.

Also, it requires Authority approval to proceed if:

  • it is in the recent capex plan
  • has undergone EA appropriation consultation
  • provides Industry net benefit
  • it is consistent with the SO strategic plan and SO ICT strategic roadmap

Does the possibility exist that the Dispatch Service Enhancement Project will not go through to the delivery phase?

The project is categorised as a service enhancement project under the SOSPA agreement.

Although the appropriation funding has been approved for Transpower to commence the initial phase of the project, the Delivery Business Case will require Authority approval for Transpower to commence and complete the delivery phase.

When will GENCO no longer be used for sending and receiving dispatch instructions?

The GENCO is running out of support in 2020.

As mentioned in the appropriation consultation document, December 2020 has been recommended to be the end date for supporting GENCO for dispatch management. We suggest participants to work towards this timeframe.

The GENCO “end-of-life” support date will be reconfirmed when we will be planning for the delivery phase.

When will the Dispatch Service Enhancement Project be delivered?

The project has received Authority Board Approval to commence the initial phase to develop the solution requirements and high level design with the output of a Delivery Business Case planned for mid-2018.

Upon approval of the Delivery Business Case, the expected delivery of the project is mid-2019.
