Thank you to everyone who has taken the time to make submissions on the Connected Asset Commissioning Testing and Information Standard (CACTIS) consultation. We received 15 submissions, which can be viewed below.

This consultation was to seek feedback on the proposed CACTIS covering technical requirements in relation to asset capability information, asset commissioning (including timing), modelling, testing, and operational communications.

The proposed CACTIS forms part of the Authority’s Future Security and Resilience (FSR) work programme and follows the Electricity Authority’s own consultation (refer Appendices B and C) on the Code amendment proposal that ran from 1 July to 12 August 2025.

We reviewed the current common quality information requirements in Part 8 of the Code and proposed to update these to more accurately reflect recent technological changes and industry trends, such as the increasing penetration of inverter-based resource generation. The technical requirements in the CACTIS would make these consistent, enforceable, and enable the System Operator to more responsively adapt Code obligations to reflect shifting power system needs. Stakeholders would also be able to more readily provide input into future updates.

We have carefully considered the feedback on the technical requirements in the proposed CACTIS and have included a summary of those submissions and our responses in the CACTIS Summary of Submissions and Recommendations document. We will provide the Electricity Authority with an updated CACTIS that incorporates our proposed changes for their consideration.
