Connected Asset Commissioning Testing and Information Standard (CACTIS)

This consultation is to seek feedback on the proposed CACTIS covering technical requirements in relation to asset capability information, asset commissioning (including timing), modelling, testing, and operational communications.
The proposed CACTIS forms part of the Authority’s Future Security and Resilience (FSR) work programme and follows the Electricity Authority’s own consultation (refer Appendices B and C) on the Code amendment proposal that ran from 1 July to 12 August 2025.
We have reviewed the current common quality information requirements in Part 8 of the Code and propose to update these to more accurately reflect recent technological changes and industry trends, such as the increasing penetration of inverter-based resource generation. The technical requirements in the CACTIS would make these consistent, enforceable, and enable the System Operator to more responsively adapt Code obligations to reflect shifting power system needs. Stakeholders would also be able to more readily provide input into future updates.
We welcome your feedback on the contents of the proposed CACTIS. Your feedback will be carefully considered (including feedback provided to the Electricity Authority’s earlier consultation). Once we have considered the feedback, we will publish a summary of submissions and recommendations paper. This will be considered for a final decision on the CACTIS by the Authority.
