We have released our initial engagement paper as part of the development of a System Operator strategy. This outlines why a refreshed strategy is needed now and describes our approach to shaping the future of system operations.
The electricity industry is undergoing fundamental changes that affect every aspect of system operations. As technology advances and consumer participation grows, the System Operator plays a critical role in coordinating these shifts and managing associated risks. Our new strategy will take a ten-year forward view, guiding investment planning for the 2028–31 funding period and beyond.
This process will have two rounds of industry engagement. This first phase invites feedback on a broad review of trends and influences in our sector. We will use your insights to help strengthen and deepen our understanding of the priority issues. The second stage on consultation, scheduled for early-mid 2026, will look at how we need to respond.

Please prepare your submission in electronic format (in Microsoft Word), using the template above. Submissions should be emailed to [email protected] by 5 pm on Friday 27 February 2026. Please include the phrase “System Operator Strategy” in the email subject line.
All submissions will be acknowledged and published on our website, subject to confidentiality requirements. If your submission contains confidential material, please clearly identify it and provide a version suitable for publication. We intend to publish all submissions.
