Invitation to Comment: TSO–DSO coordination - Operational requirements

This discussion paper seeks feedback on proposed foundational operating arrangements between the transmission system operator (TSO) and distribution system operators (DSOs).

Background information

New Zealand’s electricity system is becoming more distributed, dynamic and data-dependent. Growth in distribution-connected generation, batteries, controllable demand, electric vehicle charging and large new loads means activity on local networks can increasingly affect demand forecasts, power flows, system security, emergency management and restoration. At the same time, transmission conditions and wholesale market outcomes can influence how distribution networks are operated.

This discussion paper proposes five foundational, no-regret operational requirements to support effective coordination between the System Operator and distribution-level operations: clear operational accountabilities, minimum static information, minimum dynamic information, interoperable information exchange, and predictable technical performance. These requirements are intended to support existing operational responsibilities under a range of possible future TSO–DSO models, while allowing arrangements to develop proportionately as operational needs emerge.

The paper seeks industry feedback on whether the proposed requirements are complete, practical and proportionate, and which information exchanges or use cases should be defined or tested first.
