Transpower, as the System Operator, publishes the Security of Supply Assessment (SOSA) annually. SOSA provides a ten-year outlook of New Zealand's electricity security of supply, assessing whether sufficient generation, storage, fuel supply and demand-side resources are expected to be available to manage dry winters and meet winter peak demand.
The assessment analyses existing generation, committed projects and potential future developments under a range of supply and demand scenarios. It evaluates three security margins:
- New Zealand Winter Energy Margin (NZ-WEM) – national dry-year energy security.
- South Island Winter Energy Margin (SI-WEM) – the South Island's ability to meet dry-year energy needs, taking account of HVDC transfers.
- North Island Winter Capacity Margin (NI-WCM) – the ability to meet North Island winter peak demand and reserve requirements.
These margins are compared against security standards set by the Electricity Authority in the Security Standards Assumptions Document (SSAD) to identify when additional investment may be needed to maintain an efficient level of reliability.
The annual assessment helps market participants, investors, policy makers and other stakeholders understand emerging security of supply risks and informs decisions on future generation, storage, demand response and fuel supply investments.
