Transpower, as System Operator, is seeking feedback on proposed amendments to the System Operator Policy Statement—a key document outlining how we meet our obligations under the Electricity Industry Participation Code 2010.
The Policy Statement describes the policies and processes the System Operator uses to meet the principal performance obligations (PPOs) in the Code for maintaining a stable and resilient power system in real-time, and to manage technical compliance and conflicts of interest. This consultation includes targeted, largely technical updates across risk management, emergency planning, dispatch, and compliance.
The last review was completed in October 2024, with changes approved by the Electricity Authority and effective from March 2025.
This consultation proposes further targeted updates based on operational experience and evolving system needs. The proposed changes focus on four key areas:
- Security Policy – Risk Management Policies
- Security Policy – Emergency Planning
- Dispatch Policy – Dispatch Schedule
- Compliance Policy – Asset Capability Information
The changes are largely technical and aim to improve clarity, efficiency, and reliability. Based on prior feedback, they are expected to be uncontroversial.
As part of this review, we have also identified areas that may be considered in future updates, including:
- Formalising New Zealand Generation Balance (NZGB) arrangements
- Modernising the language and structure of the Policy Statement
We welcome feedback on these potential enhancements as well.

The consultation period runs for three weeks, followed by a one-week cross-submission period:

All submissions will be published on the Transpower website. Feedback will be carefully considered before finalising amendments for submission to the Electricity Authority in July 2026.
