In the BBC Workstream we intend to test whether benefit-based charges are operating as intended, identify any material problems and their causes, and determine whether further changes should be considered.
We will explore:
- concerns about the predictability of transmission charges
- the signals BBCs send to investors
- the complexity of the current approach.
